General Information
All businesses must obtain a city business license prior to operating in the City of Smithfield. A separate license shall be required for each type of "business" and for each place of business. Business types will be classified at the time of application and will be labeled as one of the following:
• Home Occupation – Disruptive
• Home Occupation – Nondisruptive
• Commercial
• Manufacturing
• Preschool/Childcare
• Non-Profit
• Solicitor
• Food Truck
All commercial and manufacturing business licenses and certain home occupational licenses require inspections by the Smithfield Fire Department and Cache County Building Department. Some businesses will require a “conditional-use permit” in addition to a city license. You will be notified if your business requires a conditional use permit or the afore mentioned inspections.
If the applicant is not the business/homeowner, this application must be accompanied by a signed, notarized letter from the owner consenting to the application being submitted on their behalf or to the business being conducted in their home.
Any license classified as a preschool or child care, must provide the applicable state license or demonstrate exemption from state licensing found in the Utah Administration Code R430-8-3. A certificate or license from the Bear River Health Department may also be required for a city license.
All contractors applying for a city license, must provide a copy of their Utah State Professionals License from the Division of Professional Licensing (DOPL).
New Applications
All new license applications must be submitted either through email or in office and reviewed by the planning and zoning department prior to approval. Applications must be filled out entirely before processing will occur, new applications can be found in the “Forms” section of our website.

Renewals
Business license renewals shall be due annually on or before December 31st. If the license isn’t updated and the fee paid by January 31st, late fees will be applied. Any license may be renewed within ninety (90) days prior to expiration upon payment of the required fee.
