Smithfield City provides water, sewer and garbage service to all residents and businesses within the city limits. Utility bills go out on the 1st of the month and are due by the 15th. Please notify the city office if you can’t pay by this time to avoid water services being turned off.
Currently we accept cash, check, money order and credit cards at the city office.
Online credit card payments are accepted through Xpress Bill Pay.

Smithfield City and Xpress Bill Pay have partnered to provide new and exciting services for you. You can now sign up for new utility service with Smithfield City and Xpress Bill Pay will take your application online. When you click the link below you will be directed to https://www.xpressbillpay.com.
- Click on “Create a New Account”. Enter your email and create a password.
- Click “Next”. Enter Smithfield City for your billing organization.
- Go to “Click Here to Request Utility Service” on bottom righthand of page to begin the process.
Upon payment of deposit and completion of the new account application, Smithfield City will be notified of your request and will get your new service initiated.
The partnership between Smithfield City and Xpress Bill Pay provides many choices to manage your new utility account. You can setup automatic payments, access account history, payment history, and much more. You can also choose to receive electronic notification when a bill is available and due.
